I am running an AMD HD7870 xt, i7 4790k, 16gb of RAM @1600Mhz

Resolution: WQHD
Track industrial

Everthing on Epic, except AA and Motion blur(off):
Avg:25
Minimum:18

Additionally setting Effects and PP on LOW:
Avg:36
Min: 23

Lowest possible Settings:
Avg: 45
Min:33

I excluded the start form finding the minimum FPS, so the lowest fps always occur when leaving the first shortcut.

The more of the screen is covered by the dustclouds (or other translucent stuff) the lower the fps.
The dustclouds are visible on ever setting. Maybe disable them for the low effect setting?

I am pretty sure that the fillrate is the bottleneck. (It has has been for almost every UE4 game i have tried so far). UE4 seems to needs a lot of fillrate, especially for higher resolutions.

Yeah I'm trying to get the dust clouds to scale for each graphics setting. Not sure why they won't

What resolution?

I get steady over 60fps with my 3570k and GTX 970 @ 1080p

The 390 is faster than the 970 in many benchmarks, so you should be getting better performance than me, and I get over 60fps, so it sounds like something is wrong with your setup. What framerates do you get in other games?
