Yeah its awesome and got me thinking as I mentioned on FB:

Ive always wondered what program they make the art like this in. Do they make a seperate high res car model or did they always have that and just downscale for the game?

It looks like an early version of 3Dsmax or something with some raytracing but looks like something that todays high end pcs could possibly run in realtime. That would be awesome to try!

Well, definitely they went at least once through Photoshop :D

But on the serious side, I suppose they set up the scene in a game engine and then ray-traced it as a screenshot (maybe export to a different program and then ray-trace it). After that of course some Photoshop magic was applied to make everything look nicer and voila. At least that's what I think happened.
